在国内燃料油交货量小幅增长之际，俄罗斯国内船用燃料油需求良好，且7月下半月国内价格相对于出口净回调，恢复了典型的溢价。然而，这一增幅微乎其微，因为在本月初，国内价格相对于出口净回贴水有所下降，使得国内交货的吸引力不如出口。

7月份俄罗斯国内燃料油交货量同比增加了11.8%。

俄罗斯7月份燃料油出口量比6月份增加了1.6%，这是因为为燃料油和减压柴油（VGO）等黑色产品出口提供额外出口渠道的内河航运在所有河流流域都已经开通。

Russia July fuel oil exports down 11.6% on year to 2.532 mil mt

Russian fuel oil exports in July fell 11.6% year on year to 2.532 million mt while domestic deliveries were up 0.6% to 0.944 million mt, according to data released late Thursday by the Central Dispatching Unit of the Russian energy ministry.

The small gain in domestic deliveries came amid good bunker fuel demand and also domestic prices regaining typical premiums versus export netbacks in the second half of July. However, the increase was only marginal as during the first part of the month domestic prices were at a discount to export netbacks, making domestic deliveries less attractive than exports.

Month on month, Russian domestic fuel oil deliveries rose 11.8% in July.

Russian fuel oil exports in July rose 1.6% on the month, as the river navigation, which provides an extra outlet to exports of dark products such as fuel oil and VGO, was open on all river basins.

Russia's fuel oil output totaled 3.794 million mt in July, down 4.4% year on year but up 7.7% on the month, as many refineries were back after maintenance, according to energy ministry data.

Russian producers are gradually reducing production of fuel oil through modernization of their refineries and in anticipation of the significant changes to bunker fuel regulations from January. IMO 2020 will limit sulfur content in bunker fuel to 0.5% from 3.5% currently.
