据能源信息统计9月23日消息，哥伦比亚国家碳氢化合物机构(ANH)将在第二轮永久招标中提供59个石油区块。其中5个区块位于近海，分别为SIN-OFF-9、SIN-OFF-11、GUA-OFF-11、GUA-OFF-12、GUA-OFF-13(均未勘探)。其中13个区块具有天然气生产的潜力。获准参与的最终投资者名单将于2019年10月31日公布，预计将于2019年12月3日签署合同。

哥伦比亚是一个主要的石油生产国，有望大幅增加其生产和出口能力。ANH预计，到2020年哥伦比亚油气储量将增至4Gbl。该国自1986年以来一直是石油出口国。2018年，石油出口量达到3100万吨(占原油出口量的90%)，与本世纪前十年平均1800万吨/年的出口量相比，增幅显著。哥伦比亚的大部分石油出口目的地为美国。

Colombia announces new oil & gas exploration round with 59 blocks

The Colombian Hydrocarbon Agency (ANH) will offer 59 oil blocks during the second cycle of its permanent bidding round. From the total, five blocks are located offshore namely, SIN-OFF-9, SIN-OFF-11, GUA-OFF-11, GUA-OFF-12, GUA-OFF-13 (all unexplored). 13 blocks have the potential for gas production as well. The final list of investors authorized to participate will be disclosed on 31 October 2019 with contracts expected to be signed on 3 December 2019.

Colombia is a major oil-producing country and it expects to significantly increase its production and export capacity. ANH expects reserves to rise to 4 Gbl by 2020. The country has been an oil-exporting country since 1986. In 2018, oil exports reached 31 Mt (90% of crude oil), a significant increase compared to the average of 18 Mt/year recorded over the 2000s. Most of the oil is exported to the USA.
